Is there a way to schedule a Top of the hour Jingle to play every hour on the hour ?

Yes! But it is abit dependent on which version of Ots you have. Check out the Help text for "Scheduling and Logging", then get back to us if you still can't get it to work.
something like this:

Yeah- I do a similar thing using a 60 minute target for each hour (iteration) and a timesync directive to *:59:55 for pips up to the hour- (you would need *:00:00 to play a jingle exactly on the hour)- and then the target location on the PC for your pips (or jingle)- in my case:
D:\OTSJUKE MUSIC\SOURCE DISCS\PIPS.ots|1
Here is the whole instruction sequence:
# Global options:
~length iterations=1, target=60
# Iteration:
# sync to Time Signal
@TimeSync=*:59:55
D:\OTSJUKE MUSIC\SOURCE DISCS\PIPS.ots|1
